Proclaim Offender meaning
Proclaim Offender is prescribed under Section 82 (4) of CRPC / Criminal procedure Code, 1973. In such matters, Court summons any accused (Does not matter even if he is innocent but prior to your appearance you will be considered as accused in the eyes of law). Court provides few chances to you to appear before the court. If you did not appear then the court issue bailable then Non-bailable warrants against you. Even after that if you did not appear then the court may declare you Proclaimed offender or PO.

Prior to declaring you Proclaimed offender, the court issues directions to publish the notice in the newspaper also. Newspapers will be one local and one any National newspaper and court decides in which newspaper and even then if the accused did not appear then court declared him/her as Proclaim Offender in short words the person is running from the law and it is mandatory to arrest him/her.
So if you ever found any such notice in the newspaper then it is time for you to approach us immediately, we can save you before declaring you Proclaimed offender.
As per the latest law, a person who is declared Proclaimed offender can’t get bail prior to arrest. Even after the arrest, you have to spend few weeks before bars/inside the jail and no court will grant the bail to you. So you should be very careful if you found any such notice.
You have two options to get out of the situation of Proclaimed offender
1. Either you get Anticipatory bail (Pre Arrest Bail) before you got arrested by the police or
2. you got regular bail if you got arrested.
But be careful and save yourself before you have been declared Proclaimed offender because once you have been declared PO, the Police may arrest you any time anywhere. Sometimes after declaring PO, SSP usually sends a list of such persons to various airports, and hence as soon as a person enters India, he got arrested.
